According to reports, James Spencer Jr., a 35-year veteran of the Watertown Police Department, used force to take down a 9-year-old boy and handcuff him in the parking lot of the Jefferson County Public Safety Building on September 24th. On Thursday morning, Spencer pleaded not guilty to charges of second-degree harassment, endangering the welfare of a child, and second-degree harassment (a violation) during his arraignment in Watertown City Court. The court has scheduled his next appearance for December 18th at 11 o'clock.

The Watertown Police Department has issued a statement saying that it takes allegations of misconduct seriously and investigates them fully. A criminal summons was issued by the judge, indicating that the department's investigation found sufficient evidence to support the charges against Spencer.
