MANS FATAL HIT-AND-RUN ARREST CAME AFTER PREVIOUSLY DISMISSED CHARGES

On January twelfth, twenty twenty-six, federal immigration agents arrested Julio Cesar Xocop-Vicente during a targeted enforcement operation in Charlotte, North Carolina. The forty-year-old was wanted in connection with a fatal hit-and-run crash involving fifteen-year-old Amber Caralexa Paris.

According to police reports, Xocop-Vicente was driving a twenty eleven Dodge Caliber traveling north when he allegedly sped through a residential neighborhood and ran a stop sign. At the intersection of Driftwood Drive and Winterfield Place, the vehicle struck Paris, who was riding an electric bicycle. The impact ejected Paris from her bicycle.

After the collision, Xocop-Vicente immediately fled the scene on foot, leaving behind both the damaged Dodge Caliber and the electric bicycle. Paris was transported to a local hospital where she was placed in a medically induced coma. She later died from her injuries.

Xocop-Vicente had been previously arrested and charged with reckless driving, felony hit-and-run, and driving without a license in connection with the crash. However, local authorities dismissed his driving-without-a-license charge on December second, twenty twenty-five, while Paris remained hospitalized fighting for her life. He was released on bond before federal immigration officials could file a detainer.

Police detectives indicated they would be working with the District Attorney's Office to determine further charges for Xocop-Vicente.

An ICE official stated, "My heart is with Amber's family, and although nothing can ease the pain of losing a child, ICE will continue arresting and removing dangerous criminal illegal aliens from North Carolina and across the country. Sanctuary policies have real consequences, and this is one of them. It's heartbreaking, but this tragedy was preventable."

The official added, "ICE isn't waiting for another tragedy to take action; we are out on the streets every day to arrest and remove public safety threats so this doesn't happen to another child."
